Legal Requirements for Starting an Exotic Parrot Breeding Business in India

The Wildlife (Protection) Amendment Act, 2022, has made it mandatory for anyone who wants to breed exotic parrots in India to obtain a license from the Chief Wildlife Warden. This is in line with the Convention on International Trade in Endangered Species of Wild Flora and Fauna (CITES), which aims to regulate the trade in endangered species.



The following are the requirements for obtaining an exotic parrot breeder license in India:

  • You must be a citizen of India.
  • You must have a valid trade license from the state government.
  • You must have a suitable facility for breeding parrots, which must meet the following requirements:
    • The facility must be located in a safe and secure area.
    • The facility must have adequate space for the parrots to fly and exercise.
    • The facility must have proper ventilation and lighting.
    • The facility must be equipped with the necessary facilities for feeding, watering, and cleaning the parrots.
  • You must have a veterinarian who is familiar with the care of parrots.
  • You must have a plan for the disposal of dead parrots.

The application for an exotic parrot breeder license must be made to the Chief Wildlife Warden in the state where the facility is located. The application fee is INR 25,000.

The license will be valid for a period of five years. To renew the license, you must apply to the Chief Wildlife Warden at least three months before the expiry date.

The penalties for breeding exotic parrots without a license are as follows:

  • imprisonment for up to three years
  • a fine of up to INR 25,000
  • or both

The purpose of the exotic parrot breeder license is to ensure that the breeding of these birds is done in a sustainable and ethical manner. It is also to prevent the illegal trade in endangered parrot species.
